No. I haven't played LSPDFR in ages. Not sure why your syntax is like this. bind "x" FORCE_NEW_CALLOUT" It should just be FORCE_NEW_CALLOUT = X or whatever the enum equivalent is if enums are used.

Crashing/Loading Issues
Remove the Axon Audio Files, BACKUP, Channel Change, eup_component folders, MDT Audio Files, Panic Button Audio Files, and Signal 100 Audio Beeps. Then try again. Pretty sure those were all installed incorrectly.

Modding Cars
In the agency.xml you find the appropriate agency you want to add the addon vehicles. Then in the <Vehicles> section, create a new line, copy the previous entry, and paste it. Then just change the vehicle file name to match the addon vehicle file name. Then save and exit. Go into the duty_selection.xml. Copy the previous entry right before the closing marker and make a new line before the closing marker and paste. Then just change the vehicle file name to match the addon vehicle file name.

Like I said, you need to find where the vehicleHash entry is and replace it with the appropriate hash. Or if you want less hassle, use a different vehicle.

I remember there used to be something similar if you pressed X. But I think it got removed with 0.4.

You can find the default vehicles.meta file that has sheriff2 outside the mods folder. Copy the vehicle hash from there and input it into the correct section in the modded one in the mods folder.

If some arent there, its probably because they werent base vehicles so they wouldnt be in the agency.xml/duty_selection.xml. In which case, they need to be added. Also try installing the vehicles here: mods/update/x64/dlcpacks/Patchday28g9ec/dlc.rpf/x64/levels/gta5/vehicles.rpf

Reinstalling mods with GTA mod remove tool doesn't work
I doubt that. If the game is working fine with the mods folder disabled, then the issue is clearly the mods folder. You can either revert changes you made one by one and test after each removal or you can restart your mods folder.

Game Crashes on startup
You could try installing a different gameconfig. But beyond that, there isn't too much more to try. I recommend using the gameconfig by dilapidated/PNWParks. It is found here.
