i recommend installing lspdfr via manual install, but should not matter. This is a permission problem. First, try to start the programs as admin. After that, add your whole gta folder as an exception in your antivirus (if you have one installed) AND add an exception in the default windows antivirus. Disable overlays such as GeForceOverlay.
