If you are using installer then install it to your EFLC folder, if you are going to do it manually then extract all the dashcam files to your EFLCscripts folder.

There is no need to import vehshare textures into the fbi.wtd, because they are already in the vehshare.wtd file in the vehicles.img. Do you have any errors popping up in the ZModeler?

Download and install 7zip or WinRAR then run the .exe file. LCPD:FR installer uses an archive icon because it just extracts merged files to the right place.

What keyboard do you have? One of the users had an old IBM Model M13 keyboard, and he couldn't activate LCPD:FR even when I helped him to install everything the game, scripts and his hardware needs to work properly. After he replaced the old keyboard with the new one, ALT+P keys activated the LCPD:FR.

You have to import a texture into the .wtd file with OpenIV.
