Try the one for the higher texture quality.

Open ZModeler > import vehshare, vehicle, lightbar textures > import vehicle model > in the upper left corner click on File > click on Merge > select lightbar .z3d file and that should import lightbar model and texture will apply on it, I think.

You can try and import all the vehshare, vehicle, lightbar textures and import the vehicle model then merge it with the lightbar .z3d file.

Well first you have to download and install LCPD:FR, you only said that you are trying to download it. And that diagnostics report says nothing about the where is GTA IV installed.

Sometimes when I get low FPS in certain areas in the Liberty City, keys like E for cite/hold/frisk peds doesn't respond fast then I have to slowly press it few times for it to respond, or the ped you are trying to cite/hold/frisk is glitched and is not responding to your commands. Maybe that is why the E key is not working sometimes and the phone is probably not appearing because of the low FPS unless you have good computer then it's probably something wrong with the game or the key on the keyboard.

Do you have xlive.dll in your GTA IV root folder? Do you have steam version of the game?

Make sure you and your friend are running the game as a administrator by going to EFLC folder > right click on LaunchEFLC.exe > Properties > Compatibility and check 'Run this program as administrator', also do the same for the EFLC.exe. 2.) Make sure that you and your friend have EFLC root folder (and every subdirectory) not set to "read-only". 3.) Download and extract Scripthook.dll and ScripthookDotNet.asi to EFLC root folder. Do you and your friend have crashes in singlepayer mode? My friend and I have LCPD:FR, vDH, Braveheart, ALPR, ELS and Speed Scanner scripts with weapons, sounds, uniforms and almost every police vehicle modified, and we can play maximum from 30 minutes to 1 hour without crashes, sometimes we get disconnect from LIVE but not from the game. Post diagnostics report and parameter settings when you are creating a private match.

That is just annoying crash on the start but the modification is working fine, Sniper296 the author of the IVDashcam fixed it. Download 2.2.1.FIX.7z and extract the contents to your EFLCscripts folder.

On export, have you named the model exactly as it says in the ZModeler? If it says fbi.wft in hierarchy then you have name it fbi.wft. I had same issue before when I was testing some stuff, exporting the model went fine but when I tried to spawn it, it will crash but now I can't remember how I fixed it.

You don't mount the vehicles.img file, you open it with SparkIV or OpenIV.
