Go to your GTA IV folder > right click on LaunchGTAIV.exe > Properties > Compatibility and check 'Run this program as administrator', also do the same for the GTAIV.exe.

What are your system specifications? Do you have steam or disc version of the game? Are you launching the game as a administrator? GTA IV is prone to memory leaks, having too much modded vehicles will make your game go crazy.

Give me the links for those ENBs. Do you have steam or disc version of the game? Is your game updated with the latest patch (1.0.7.0)? Do you have backup copy of GTA IV? Do you have installed programs like MSI Afterburner, EVGA Precision, RivaTuner? What are your system specifications?

The best answer would be is to try it by yourself, no one knows how your PC is going to handle GTA IV, ENB and recording software. But, I think you can record the game with maxed out settings and ENB.

I just tested the truck and I have no issues with it. I installed the truck with GTA IV Vehicle Mod Installer v1.6.

No, EFLC is a video game. You have to buy the game first off of a either gamestop or steam then download it to your computer, then you can mod whatever you like with all these great mods.
