LCPDFR Not Working In-game
Why do you have liblua51.dll and Lua4net.dll in the scripts folder? Can you also take a screenshot of 'Grand Theft Auto IV Episodes from Liberty City' folder? Since you are using steam version, I think that there should be another folder in there called EFLC which has the game files, so probably you installed the LCPD:FR into the wrong folder.

What Do I Need To Start?
You have to buy GTA IV or EFLC in order to play LCPD:FR. LCPD:FR is free. When you have GTA IV or EFLC installed with latest patches (GTA IV - 1.0.7.0, EFLC - 1.0.2.0), only thing you have to do is launch the installer as administrator and follow the instructions. No, calling coroners and tow trucks doesn't come with LCPD:FR, they are from another modifications for GTA IV and EFLC called >vdH METT/Coroner Mod and >vdH TowingService which are used in conjunction with the >vdH PoliceHelper. Take a look at this tutorial section on how to install new vehicles models and vehicle textures. (http://www.lcpdfr.com/page/tutorials/index.action/_/vehicle-modification-tutorial/) To spawn vehicle and player models, and also other stuff use Simple Native Trainer 6.5. List of LCPD:FR controls in .pdf file ('?do=embed' frameborder='0' data-embedContent>>), and you can also press Shift+Tab when in-game which will open a window with LCPD:FR controls. I never used Xbox360 controller for PC because I don't have it so I can't help you with that. Download >ELS v7 and read the manual that comes with it, it will explain on how to install, how it works, what are the controls, etc. Also make sure you read this. Issue with trainer
It's easier to have keybindings disabled so you don't have to enable and disable the trainer everytime you need something from it.

Crash :(
ELS is not the issue. @TC: Make sure that you are running the game as a administrator by going to GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV.exe. Run a diagnostic report (found here: title="">http://www.lcpdfr.co...agnostics-tool/) which will point any errors it can find then you can post results here.

TBOGT and ELS lighting
I suggest you install EFLC again without UVP, delete savegames, select 'Run as administrator' from LaunchEFLC.exe and EFLC.exe properties, install dsound, scripthook and ENB files, and make sure EVGA Precision is disabled. Also, what ENB are you planning to use now?

1. Does EFLC work without ENB? 2. Do you have a backup copy of EFLC? 3. Do you have a steam version of EFLC? 4. How many and what ENBs you have installed for EFLC in the past?

LCPDFR Crashes in multiplayer with the exact same mods
Many of the crashes in modded GTA IV is due to the damage model of both modded vehicles and or modded ped models. One way to keep from crashing is to make sure that you are not climbing over fences, cars, barriers etc. When you take damage from a fall or impact of any kind your game will crash.
