Why do you have liblua51.dll and Lua4net.dll in the scripts folder? Can you also take a screenshot of 'Grand Theft Auto IV Episodes from Liberty City' folder? Since you are using steam version, I think that there should be another folder in there called EFLC which has the game files, so probably you installed the LCPD:FR into the wrong folder.

You have to buy GTA IV or EFLC in order to play LCPD:FR. LCPD:FR is free. When you have GTA IV or EFLC installed with latest patches (GTA IV - 1.0.7.0, EFLC - 1.0.2.0), only thing you have to do is launch the installer as administrator and follow the instructions. No, calling coroners and tow trucks doesn't come with LCPD:FR, they are from another modifications for GTA IV and EFLC called >vdH METT/Coroner Mod and >vdH TowingService which are used in conjunction with the >vdH PoliceHelper. Take a look at this tutorial section on how to install new vehicles models and vehicle textures. It's easier to have keybindings disabled so you don't have to enable and disable the trainer everytime you need something from it.

Use WinRAR or 7-Zip and make sure you run the LCPD:FR installer with administrative rights.

ELS is not the issue. @TC: Make sure that you are running the game as a administrator by going to GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV.exe. I suggest you install EFLC again without UVP, delete savegames, select 'Run as administrator' from LaunchEFLC.exe and EFLC.exe properties, install dsound, scripthook and ENB files, and make sure EVGA Precision is disabled. Also, what ENB are you planning to use now?

I forgot to ask you, do you have programs like MSI Afterburner, RivaTuner, EVGA Precision, etc. running in the background?

When un-installing ENB, do you replace modified files from ENB with original ones from the backup copy?

1. Does EFLC work without ENB? 2. Do you have a backup copy of EFLC? 3. Do you have a steam version of EFLC? 4. How many and what ENBs you have installed for EFLC in the past?

Many of the crashes in modded GTA IV is due to the damage model of both modded vehicles and or modded ped models. One way to keep from crashing is to make sure that you are not climbing over fences, cars, barriers etc. When you take damage from a fall or impact of any kind your game will crash.
