Have you installed the game properly? Or did you just "Copy+Paste" the folder into your computer? Do you have a legitimate copy of GTAIV?

Can you reinstall LCPDFR?

You only need to download LCPDFR. Follow the steps from the installer and you should be done.

Nice vehicle but the warning lights and siren do not time correctly - one is quicker, the other is slower. Could you fix that?

Is it necessary to remove TrafficFlow to play non-Trainer Multiplayer? I've left it in and there seems to be no problem.

Make sure you are installing 0.91 if you aren't already

For different skins, you just change the files in the skin with the same files in the original. eg. Vehicle 1[Original] window.blah Vehicle 2[skin] window.blah You just replace the window files.
