Contrary to the advice already posted, I'd upgrade your GPU before your CPU. The I5-2500K is still a competitive CPU if overclocked. RAM isn't going to have much impact on performance - 8GB is plenty for GTA V.

200 USD or GBP? You could possibly sell your 970 and upgrade to a 1070. It's not going to be a groundbreaking upgrade but would definitely serve you well. Vega is estimated to release within the next 3 - 5 months so you might want to wait, but if you do wish to sell your current card it's best to do it sooner rather than later.

Probably some skid with a free booter they downloaded from HF.

You're best of buying one that's already in Europe than importing yourself. I've looked into it and it costs around €18,000 (insurance, transport, duty, import VAT, etc), and then you have the added hassle of finding someone in the US willing to sell you one. Check eBay. There's a few here in the UK selling for around £9,000 - £12,000 because people import them and then realise the upkeep is way too expensive.

I'm not familiar with US prices but the specs are fairly decent. Maybe, but it'll look and run like a PlayStation 2 game. You'd have to run on the lowest settings, and you'll get about 25 - 30 FPS. I'd really recommend not getting anything less than a GTX 750 Ti - It uses hardly any power so PSU isn't an issue & You should be able to run the game at medium settings.

Is this PC part of your $400 budget? It's not a bad start but it's not going to run GTA V on its own. The biggest drawback of pre-built systems are the power supplies. Kinda limits you as to what GPU you can put in safely. However this system + a GTX 750 Ti (about $99) should run GTA V at med settings.
