So i built this early last year, and I figured I'd uparade it as a late Christmas present to myself. What's the best I can make this build on my budget? Obviously no massive upgrades are ppossible but... surely I can do something?

Budget of ~$200

I don't really see why you'd need to upgrade a computer that is barely one year old personally...

Well no. It's more than that, more like 3. But my last major upgrade to get to my current spec was early last year. And already that spec is falling behind. Any suggestions?

200 USD or GBP?

You could possibly sell your 970 and upgrade to a 1070. It's not going to be a groundbreaking upgrade but would definitely serve you well.

Vega is estimated to release within the next 3 - 5 months so you might want to wait, but if you do wish to sell your current card it's best to do it sooner rather than later.

Someone on /r/pcmasterrace suggested that as well. Seems like a plan. Might need to upgrade my case first; can barely fit a 970, not feeling confidentoo with a 1070

You should be fine, just check the dimensions of the card.  I upgraded GTX 960 to GTX 1070 and both were identical in size.  I double checked because I have a mini ITX setup with absolutely no extra mm to spare.
