Unfortunately UB isn't open source, unless the author is willing to implement a different method in terms of how K9 catches pursuit target, there isn't much we (as the players) can do.

That's probably why your game crashes to desktop upon executing the commands you mentioned above. Did you install LSPDFR manually? By downloading the zip package, drag and drop all of the files into GTA V directory.

Try to load LSPDFR.dll on startup. Hold Shift on your keyboard after launching RPH, and click on the "plugins" tab, you can either choose to load all plugins on startup, or load a specific plugin on startup, such as "LSPDFR.dll." Choose either one, then click "Save and Launch" at the bottom.

Upon arriving on the scene(near the yellow circle on the mini-map), did you get a notification like "This area is safe," or "Prank call check caller ID." etc?

The crash was likely caused by an outdated RageNativeUI: "Exception message: Could not load file or assembly 'RAGENativeUI, Version=1.6.1.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified." The author has already mentioned he had EUP installed.

Try to end the callout by requesting a new call from the interaction menu, if the blips cleared, that means the callout was still active; if the blip persists, it is likely a bug in the coding process in which the author forgot to delete blips.
