Make sure you are using the manual installation(zip package) when installing LSPDFR with RPH. To launch the game via RPH, right-click on RagePluginHook.exe, and select "run as administrator." Unfortunatly there aren't a lot of updated/working SWAT-related callouts for 0.4.9. You can try SuperCallouts, it has a few SWAT-related calls that are compatible with the latest version of LSPDFR.

Those "incidents" of stuff despawning are completely normal, if you haven't noticed already, this is the way how GTA engine works. There's no way to "fix" it, but there are several ways to "avoid" it. Here's my tip: Call backup through UB, so the officers won't despawn. Write the report before call for prisoner transport. Install a script or plugin to lock your vehicle's door, such as Custom Pullover.

Did you get a message of "callout failed to start" when trying to force it through Callouts Manager? This usually indicates the callout(s) you're trying to spawn no longer works on the latest version of GTA V, RPH, and LSPDFR. You cannot "fix" this unless the developer of those callouts is willing to release an update.

What is the callout pack you are using? You are likely using a callout pack that is incompatible with the latest version of LSPDFR.
