The first one is a script from LA Revo, it's a paid mod. The second one is called Manual Transmission, unfortunately it is outdated and it only supports older versions of GTA V.

With the default GTA V MP cop uniform, I don't believe this is a holster. You will need to install EUP, as it has various holster models. It does not conflict with LSPDFR pullover. However you can turn it off in ProwlerRadar.ini: "BlipLock=False."

For ped check via STP there's no verbal response from dispatch, that is the way how it is coded.
