A possible bug report: For the arrest warrants call, regardless of the location, the suspect(s) inside the interiors are often frozen in place with a weapon in hand, they are not shooting at the player or doing anything at all. From what I can remember back in 2019, this isn't how it is supposed to work.- 200 comments

Double-check to make sure you've indeed updated the AdvancedHook.dll and ScriptHookV to the latest version. If you are sure everything is updated, I suggest removing NVE and testing it again.

Overall I prefer CompuLite for stability and its simplicity. It gets the job done, and the court case feature is a plus. Computer+ has a realistic MDT interface but it is less stable, and it often crashes and/or causes other plugins to crash; also the court case feature replies on another ancient plugin - LSPDFR+. I personally don't like the layout of Police Menu's MDT, but it is stable. It would be a reliable alternative to CompuLite. Yes you are.

Download ELS update AdancedHook.dll, and make sure ScriptHookV is also updated.

Have you tried to launch GTA V via Steam first, once you've passed the loading/legal screen, tab out and launch RPH? You can try this solution here that has worked in the past for a "similar" issue. I suggest double-checking everything to make sure they're indeed updated, especially AdvancedHook.dll.

If you are using SirenLimitAdjuster, removing it may resolve this issue.

What version of GTA IV do you have? If you're using the complete edition, certain script mods like ELS and ENB will not work.

With the updated version of ScriptHookV and AdvancedHook, you should not be getting that error. Are you using any other mods like ScriptHookDoNet, and/or NVE?
