Well, Im pretty much on the fence here, Misc Modifications are meant for files your adding to the game, Content modifications are meant for when your replacing original game files, For now, I'll be moving to Content Modifications since I feel thats where it should be, If im wrong, I'll be happy to move it back, JAM PS: Your idea sounds great :D

Thank you for posting in the right section, Can you see your mouse moving when your in the computer? If not, you might need to increase your mouse sensitivity and see if that works, as far as the "Beta Testers Version" Im pretty sure it is that way for everybody since its RC2, Not sure however.

Hmm, It would apear the download is not working for me as well, I will speak with Sam or Jay about this issue to get it resolved, Also, Your LCPDFR.log is located in your GTA IV Directory.

Thanks for posting your Diagnostics log, Could you please post your LCPDFR.log for us? Also, Have you tried removing your 3 police modded vehicles and your ELS and tried seeing if it worked?

I just want to make sure were on the same page, Your running the GAME (LaunchGTAIV.exe) as admin correct? Its located in your game directory.

Run the game as Administrator.

Nope, Sorry, Once a latest RC version is released, The previous version is scrapped, you might be able to find a version some where, But even then, If you cannot play RC2, Chances are, you probably won't be able to play RC1, Why don't you just attempt to get RC2 Working by posting on the support forum and having somebody help you out with your issues?

Alright, And yes, I trust gtainside.com, Its a good site, WIth nothing wrong with it, And I HIGHLY Suggest you remove Mcafee and get something else such as a free ware like, MSE, Avast!, AVG Etc, McAfee is famous for false positives and never catching any real malware.
