  1. Braveheart's script lets you stop traffic, but he didn't reimplement pulling people over. LCPDFR already had that.
  2. It's ts.lcpdfr.com
  3. Remember: They need a fake name for every location. That'd rule out "the whole US".
  4. Fair warning: It looks kind of weird ingame. The stroopers are much thinner than the regular cops, which you notice when you combine cop parts and strooper parts. Look at the side of the strooper wearing a jacket to see what I mean - there is a big bulge. The jacket hides it (which is probably why Rockstar didn't just do a different jacket for strooper), but with shirts, it's pretty noticeable.
  5. You can do limited ped editing (basically, recombining preexisting meshes - this is what Custo's New Cops mod uses) with just OpenIV and Notepad by following my tutorial. Other than that (and even in that case, if you want to actually move the meshes around relative to each other), you need 3ds max, OpenIV, and GIMS. GIMS is free (just search GIMS on GTAForums to get the download link). 3ds max is insanely expensive, BUT you can get a free legal copy from http://students.autodesk.com (this may or may not require a .edu email address - I have one, so I could get it, but I've heard they don't do any verification anyway).
  6. Have you followed my tutorial? If so, are you having some sort of issues with it?

  8. Mod: Tutorial: http://www.lcpdfr.com/page/tutorials/index.action/_/player-ped-modification-tutorials/combining-ped-meshes-how-to-mix-and-match-clothes-for-a-ped-r4
  9. You know, you can just use Custo's "New Cops" mod, which includes a real vest upper. You can even easily modify it to have *only* that upper.
  10. It's actually spelled "epaulette", not "epilette".
  11. I can't see the problem. What thing?

  13. So, when lights are on, does the ramp flash too? Or is it assigned to secondaries?
  14. Is that one model with a retractable ramp, or is it two models? Also, I've never understood why SWAT teams use unmarked vehicles when they have obvious modifications (like a giant ramp on the roof).
  15. ...what? Am I missing something, or does the content have literally nothing to do with the title?

  17. I know *photos* very often use SNT. However, I'm not sure how *events* would.

  19. Even if the county lets you drive the vehicle, the key phrase is "with your supervisor's approval". Your supervisor could require whatever they want before giving you approval.
  20. The light colors aren't controlled by the model, they're controlled by the textures.
