You will need to have the Speech Recognition set up for your PC language. That language has to be supported by Grammar Police. You can see which languages it supports on its download page.

Could also be commandline.txt.

If you still have the error popping up, can you tell us what you did so far?

Seems like an issue with DirectX. If the manual reinstallation of LSPD:Fr didn't help you, try opening your commandline.txt, make sure nothing is in it yet, and add -windowed then save & close.

If you prefer a written version, you can read the RPH FAQ. RPH FAQ LINK The bottom has a section on it. And yeah, if you want multiple packs, you will have to add them as add-ons.

You have an error in your lspdfr.ini. Add to it: Main.DisableGameBlipHiding = true

No, it legit sounds like you just copied from the official RPH FAQ. That is all I'm pointing out. The guide is quite old by now and exists for a reason. Making it into a LCPDFR forum post is just quite sad.

Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and change Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini to false. Can you sow me /Plugins/LSPDFR?

Can you show us screenshots of your GTA V folder? Also, try renaming mods to _mods and the LSPDFR folder in /Plugins to _LSPDFR.

This looks a lot like the official RPH FAQ. Please, if you take random snippets out of the FAQ, at least give credit. You didn't come up with that stuff.

You can change the keybind for ELS in the ELS.ini in your GTA V folder.

You'd need two separate folder, but they both have to be in the same location. The one you want to play has to have the original game folders name; Grand Theft Auto V.
