Add your GTA V folder to Antivirus exceptions. 2. Delete SlimDX from your GTAV folder and restart your PC. 3. Download RagePluginHook and put the .zip in your GTA V folder. 4. Click "Extract Here." If that doesn't help you; try the following: Make sure you have all of the requirements installed. As in for add-on cars? Because those do not go to the vehicles.meta in the update.rpf.

Delete enbseries and rename mods to _mods. Then retry.

How does it not work?

You recently installed ENBSeries. Do the following: 1. Launch Grand Theft Auto V without RPH. 2. Load into the Singleplayer story mode. 3. Once successfully loaded into your character, tab out of the game (ALT+TAB). 4. Launch RagePluginHook and wait for it to successfully hook. 5. Tab back in.

Did you install it into your game files or mods folder? If you installed it into your GTA V folder, please verify your game files: If you installed it into your mods folder, make sure your .rpf isn't corrupt.

1. Disable GameBlips in your LSPDFR.ini (GTAV/LSPDFR) 2. Rename mods to _mods. 3. If you edited a LSPDFR .xml, revert the changes.

Can you launch GTA V without RagePluginHook fine?

You are not supposed to replace the vehicles.meta; but edit it. What are you trying to do?

1. If ELS works (You can open the UI and hear the noises) it's not an issue with ELS itself. 2. Check if the diffusetint in the vehicles.meta for that car slot is set to white in HEX. 3. Make sure PostFX & Shader are on Very High at least.

Remove PoliceSmartRadio; Traffic Policer & ForceACallout.

It's a directX issue, my friend. Go into the Rage Plugin Hook Settings -> Game Settings -> Command Line Switches. Look for "Force Windowed mode" and "Force DirectX11 / Force DirectX10". Check it. (Only one at a time.) (Make sure commandline.txt in your GTA V folder is empty beforehand.) Then, reinstall DirectX & restart your Computer after. Also, remove your GPU driver (nVidia or Radeon) and do a clean reinstall.

x64e is pretty outdated; the NOOSE model may be located in a newer patchday. I recommend using the MODDING DLC.

Can you send screenshots of your GTA V folder? It's probably a script that's causing this issue.

You should get rid of enbseries, too. I also recommend to resetup your mods folder after removing NVE / NVR.

1. Please don't disable your Antivirus. Turn it back on & add your GTA V folder to your Antivirus exceptions. 2. What is RagePluginHook stuck on? Does it even open?

Please rename your mods folder to _mods. If you are using lml; either disable it or install a custom gameconfig.

ClearTheWayV; makes it a little more civilized when you have a Code 3 light-situation. AI Traffic; To make sure people behave even more. Thirdly, make sure TrafficControl is turned off when you are using ELS. (In the ELS.ini)

Check if the vehicle has more patterns set up or not in the .xml.
