The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I've downloaded several swat peds and have installed them as the readme says in the x64e.rpf>componentpeds_s_m_y, yet the default NOOSE peds still load. any idea why? Do I have to install them in a patchday?

    x64e is pretty outdated; the NOOSE model may be located in a newer patchday.
    I recommend using the MODDING DLC.
