The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Did you install it into your game files or mods folder?
If you installed it into your GTA V folder, please verify your game files:

For the Retail version of GTA V: Open the Rockstar Games launcher -> Locate "Settings" in the top right corner -> Select under "My Installed Games" Grand Theft Auto 5 -> Select Verify Integrity.
 

For the Steam version of GTA V: Right click Grand Theft Auto V in Steam -> Properties -> Local Files -> Verify Integrity Of Game Cache.
 

For the Epic Games version of GTA V: Open your Epic Games library -> Click on the three dots next to the games name -> Verify


If you installed it into your mods folder, make sure your .rpf isn't corrupt.

its only crashing with this vehicle. I installed it in mods/update/x64/dlcpacks        and i have added it into the dlclist.xml

There's a high chance it's corrupt.

Rename mods to _mods and verify your game files.
See if it works then.

after verifying still crashes but if i rename mods folder then the mods not working

i tried it on a backup gta (only with Script Hook V, OpenIV, Packfile limit adjuster, Heap Limit adjuster, Custom Gameconfig) but there it also crashes 

Then it is whatever you installed into /mods.
