  2. Unfortunately, this is the result of too much stress being put on your system. If you have a trainer, try using it to "save" the car you're in.

  4. That is absolutely false. As I type this from my work (a gun store), we would be committing a felony if we sold anyone a gun without them filling out a 4473 form and us calling the information in to the NICS service. I would suggest looking it up, and also taking into account we need to use a current state issued ID to verify information. That's not just my state, which is extremely pro gun, but federal law. EDIT: I forgot to mention the one exemption to this when purchasing a gun from a gun store, that if some one has a valid concealed carry license (because they get a background check before being given one), they have to fill out the paperwork, but it is not called in.
  5. The "law" doesn't prevent you from getting killed, and it doesn't let you live to see the next day either. It's a decision made by the people around you and yourself whether the law is followed, thus, your safety is in the hands of those around you and ultimately, your own hands. Choosing to live to see the next day isn't taking the law into your own hands.

A man pins a small woman down in a dark alley, that's grounds for her to shoot him in self defense. Some one breaks into my house in the middle of the night, he has a knife, baseball bat or a gun, that's grounds for me to shoot him in self defense. I'm in a crowded place and some one bursts in with a gun and starts shooting people, that's grounds for me to shoot him in self defense. Murder is premeditated. Self defense may be trained for, but one does not choose when and where he or she will defend oneself.

Regarding anyone saying police are outgunned, according to the FBI Crime Statistics, only 0.2% (That's 1 in 500) of all shootings are committed with a rifle of some type, without specifying if those are semi-automatic, bolt action or lever action rifles. Considering that a majority of police departments in the US have some sort of rifle program, the police are already outgunning the criminals. The big issue to me is that civilians aren't able to defend themselves with an AR-15 in Massachusetts, while the people that have a massive amount of backup at their disposal (7,000 Feds and cops within 12 hours in 25 blocks during the Boston Bombing manhunt) have less of a need for them because of their numbers. But do you believe the police will limit themselves to what is legal to civilians? If the police don't trust the people they try to protect (because a 5 minute response time isn't encouraging when in fear for your file), it should make the public question why they are exempt. That is my issue with them having AR-15s. A shotgun is more likely to do damage at that distance, because with each pull of the trigger, it is sending forward 8 33mm pellets. In this type of situation where some one is refusing to go down, the most effective shots are disabling shots in areas critical to movement (spine, pelvis, head). During the Battle of Mogadishu ("Black Hawk Down" was based on it), at one point, an M60 gunner put a dozen rounds into a Somali's chest. The Somali started to move and return fire, so 1 dozen more 7.62x51mm NATO rounds were put into him (The AR-15 platform fires 5.56mm Nato). The guy still managed to crawl around a corner and return fire.
  12. Right now in Boston, there is a dispute going on between the mayor-elect and the police department. Boston Police want to get approval for having 2 officers in each district during each shift armed with AR-15s, totaling 100 officers using 33 rifles. The mayor-elect and city council, like typical politicians, feel the urge to comment on something they know nothing about (calling AR-15s "machine guns"). However, this provides an opportunity to debate the use of AR-15s by standard patrol officers, so I'm marking this thread as a debate. http://www.foxnews.com/politics/2013/12/30/incoming-boston-mayor-police-clash-over-ar-15-proposal/?goback=%2Egde_2759183_member_5823490533804244994#%21 In my opinion, most PDs don't need as many AR-15s as they have, with a lot of agencies today having them as standard issue. The only time I can see this approach as acceptable is when backup can be 10+ minutes away, like most rural agencies. Because what are commonly labeled as "assault weapons" are only used in .2% (that wasn't a typo) of all shootings in the United States, the use of AR-15s should be limited to a select few officers, whether they are part time SWAT team members or simply cops with additional training. Regarding this specific case, I'm ambivalent. While it meets what I believe is acceptable with only some officers using them, the state has some of the strictest gun laws in the nation, including an Assault Weapons Ban. If the civilians, who don't have several hundred backup respondents should something happen to them, don't have the ability to defend themselves with an AR-15, the cops shouldn't either.
  13. Just now, I pulled over a taxi by the big fire station in Alderney. I approach the passenger side window, I get there when, all of the sudden, I hear a BANG! My character stumbles. Under half a second later, I hear another BANG!. I then see the taxi driver stumble and shift in his seat. I look around, confused, when I see a cop on foot patrol 50 feet away holster his sidearm. So within a few milliseconds of my character being shot, an AI noticed it, drew his weapon and shot the guy in the head from 50 feet away. I'm truly impressed.

  15. If you are using ELS enabled cars and ELS V7, you need to activate the lights to light stage 3 before the sirens will work (h button when using ELS)

  17. Not necessarily, because I'm fairly certain no one that is a tester is using a PC under a $1000. But it should be understandable with how diverse computers are, expecting an item that works 100% flawlessly on everything isn't reasonable.
  18. You need to read the page that appears after clicking "Start new topic". This is done to cut down on the same issue having 20 threads created for it. It's called "we don't have every computer configuration and operating system ever made." Just because it works well on our computers, which it did, doesn't mean it works well on every one else's, and there is no way for us to find out until some one with a configuration that causes issues tries it out.
  19. This is the >police station mod, and it makes a huge difference. Be sure to change "UsingPoliceStationMod=False" to "UsingPoliceStationMod=True" in the LCPDFR INI file once downloading the police station mod for officers using computers and officers frisking/seating suspects.
  20. Traffic stops can't be controlled, but the amount of world events can be. Go to LCPDFR.ini, then to the setting called "AmbientScenariosMultiplier." By default, it should be 250. The higher the number, the more often it happens.
  21. It depends on the department. Some Police Departments don't have them for standard patrol (NYPD being one, Boston Police is currently battling city council to have 2 cops in each district armed with them each shift), others have limited amounts (most cities, LAPD being a major one) and some PD's, mainly suburbs, sheriff's offices in rural areas and state police agencies have them as standard issues. As far as where the weapon goes, it depends on the department. Most keep them with a shotgun between the seats, others keep them in a rack on the ceiling of the car, some keep them in the trunk and the Kansas Highway Patrol keeps them in the back seat oddly enough (with a rear partition separating suspects from the guns). As far as GTA 4, go to LCPDFR.ini, then to the setting called "VehicleTrunkWeapons." You will then need to put the ID down (full list in the LCPDFR manual, page 28, section 5). You are then free to choose whatever weapon to be put in the back trunk
