  1. As Frosty19 said, the vehicles.meta file is located in update/update.rpf/common/data/level/gta5. Once you extracted the file and opened it with notepad or similar, press ctrl+F to open the search bar and look for the lines you want.
  2. You don't make those files, you modify the existing ones. Except if you're a modeler and try to make your car an add-on, in that case I don't know.
  3. It doesn't exist, you've to add the sheriff lines manually in an existing carvariation.meta file. I use the one in mpheist for the sheriff, don't know if it works with another.
  4. You'll find plenty of tutorials on Youtube by searching by yourself. Like this one.
    Not the right font, blue is too saturated, texture is pixelated as hell. Needs work to be decent.
  5. Memory leak is not caused by third party mods, it's the game itself that has this problem. Been reported to Rockstar by thousands of players, but obviously never got acknowledged, and probably will never be fixed.

  7. You can install the cars in any slot you want as long as you modify the carvariation/vehicle.meta files.
  8. There are a fair share of RCMP textures on this very website, all you have to do is installing the cars they are made for.
  9. Everything is said in the guide, there: "Help, the lights of my car are flashing weirdly/seem to be misplaced!" Once again, easy fix. I see it happen often with cars having to be installed in the police, police3 and sheriff slot, but it can happen in different slots occasionally. When lights are not flashing properly or seem weird, like lights appearing mid-air, floating over the car and so on, that means that you did not modify the carvariation.meta lines I mentioned earlier and that should be included with the car you downloaded. Simply follow the installation instructions provided with the car and you should be good to go.

  13. Figure out that the two CVPIs you linked are the only two that exist, and the only two the OP mentioned to have found so far, so you basically linked the two same cars even though he asked for new cars, which are non-existant for reasons I have mentioned? You should ask yourself this question
  14. I'm perfectly aware of what he is asking. And if you actually applied your advice to yourself, you'd have read that EVL is discontinued, and because of that, modders don't make EVL enabled vehicles and prefer to wait for ELS.
  15. Just because it's been released doesn't mean the guy behind the mod is still working on it to update it. I've read somewhere it was no longer supported and developped, so yes, you'll have to be patient until ELS comes out.
  16. Pretty sure EVL has been discontinued. You'll have to be patient until ELS is released.
  17. You should avoid quoting yourself in your own post if possible, it just becomes messy and complicated to understand. As for your crash, the traffic fixes are resource demanding, so your rig probably can't make it work properly.
  18. Well, first of all HP doesn't make computers axed towards gaming, but more about usual tasks a computer can do. Second, I had HP computers in the past, and holy damn they are crappy.
  19. It's a HP laptop. Don't expect to get good performance with a HP laptop.
  20. Try taking screenshots during daylight, because at night with the lights on it's hard to see the details.
  21. That would be quite resource demanding though, at least 10-15 cars, with each their own driver, plus the audience, quite a few people would experience lags, crashes and the like with that. I like the idea too, but I don't see it being very popular due to that. I'd find more interesting to be an undercover cop, with a custom car provided by the department, to actually lure people in illegal street racing and catch them red-handed.
