Damn that's weird. You dont need to turn them all on. Just the ones that are using ELS. Yes ELS7 vehicles should be compatible with ELS8. Hmmm. make sure you moved all the files to your GTA IV folder from ELS8 download. Make sure you downloaded these: Net Framework 4.5, Microsoft Visual C++ Redist 2012

I just put my Left Dpad as J and my right Dpad as g, works perfect for me. Now I dont have to use my kepyboard.

If you don't see _SLOTCONTROL, and you downloaded ELS7, then you didn't move all the files downloaded from ELS7 to the GTA IV Root directory. Delete any ELS file/folder in your GTA IV folder and redownload ELS. Download ELSv8 as it's the most recently updated version of ELS.

Are you hitting the corresponding keys? j, k, l. Make sure in your Slot_Control in the ELS FOLDER that you turn on ELS for the corresponding vehicle(s).

ELS ENB - problem
Try going to your visualsettings.dat and going to the bottom find misc.BloomIntensityClamp.HD misc.BloomIntensityClamp.SD misc.BloomIntensityClamp.SD.ps3 and try turning them down. I had the opposite problem as you. day the lights looked like shit, but at night they were fine. i changed those settings from 1.00 to 10.00 and they dramatically changed and my leds looked like they were supposed to in the daylight and even better at night. It might help you.

No. But you should find a 100% completed saved game for the full experience. No progress in GTA is needed to play LCPDFR. just Alt+P in game and go to the nearest Police Station and get on duty.

ELS8: LED's dim during the day but look great at night? Look.
Ive spent 2.5 hours last night changing ENB's, changing my Visualsettings and changing my timecyc. If you go to the bloom like I said and change it to 1. your LEDS will NOT glow bright light they should. This helped me so I'm sharing my findings If you didn't change those settings like I said then you don't know until you try it. Everyones shit is different. I've read plenty of forums with my exact problem and they've tried what you said. This is the solution. ENB's make shit brighter but misc.BloomIntensityClamp.HD misc.BloomIntensityClamp.SD misc.BloomIntensityClamp.SD.ps3 intensifies the bloom around the LEDS to give the glowing effect. Edit#1: Oh and I've changed just about every setting in ELS. If you don't want to believe me without changing these settings for yourself then don't try and tell me I'm wrong. Edit#2: Here's my proof. Nothing has been changed except the bloom intensity, like I stated in my first post. The first picture in my first post is with bloom intensity at all 1.00's. The second in the first post was all 3.00's This picture is at 6.00, 6.00, 5.00.

When adding or exchanging cars. Always import the ORIGINAL vehicles.img, save, re-open SparkIV or OpenIV, mod. Always save. This ends up happening if you dont.

Using POLICE, POLICE2 for modded cars is a bad idea as they are the most spawned police cars. So place your modded cars under fbi, nstockade, something that doesnt get spawned often. Take out a lot of your scripts. LCPDFR isn't meant to run a ton of scripts like you have, because LCPDFr is a mod itself, adding that many scripts just adds to the unstability of the game and memory cause its constantly running multiple scripts at a time, and textures are a bulk of it because they demand so much from your GFX card and CPU and GPU. Just take a couple out and see how it works, if you still get popping, then take some more. It takes some experimenting. Everyones LCPDFR experience is different. Hope this helps even a little.

Does your shit look like this during the day? But want it to look like this? Go to visualsettings.dat Go to bottom Find these lines misc.BloomIntensityClamp.HD misc.BloomIntensityClamp.SD misc.BloomIntensityClamp.SD.ps3 Change them to this misc.BloomIntensityClamp.HD 10.00 misc.BloomIntensityClamp.SD 10.00 misc.BloomIntensityClamp.SD.ps3 10.0 Changing the timecyc, or timecycle for the weather wont make the LED's brighter.

Can't change Secondary Lights
No. That just means they will turn off when Light stage 3 is active. Is the vehicle you're using, using the default_config, or did you create another config file, like you're supposed to when adding a vehicle to ELSv8? What I mean is; If you're trying to get the SECL lights working for FBI, then you need a fbi config file.

Still... That's a lot of shit man. Even though you might not be using those scripts at the time, they are still loaded when you start LCPDFR. TrafficFlow alone makes sure the cars cycle properly, that uses a lot of memory. You're using high-poly cars with all ELSv8.
