Slicktop vehicles.meta lines?
Remove FLAG_EXTRAS_REQUIRE from the Flags line. The default vehicles other than the Stainer don't have lightbars as extras, and don't have misc lights that would look good without roof lights anyways. Modded vehicle models might, and you can change the same thing if you use those.

And as far I know (but can't verify at the moment) some of the LSPDFR staff felt that locked models are not the best for this community.

Because the carvariations light setting isn't compatible. You'd have to make a new entry for police4 in one of the unlocked meta files, and set the siren value correctly.

Single Player AI/Handling Discussion - realism
Frankly, I'd like to know why my heli pilots can't fly to save their lives, by literally not crashing into objects and terrain, anymore. Several updates ago they seemed to forget their training, even the default SWAT and the default Police Maverick in addition to my added ones. They struggle to keep up to me flying down the highway, and that's when they aren't doing the aforementioned crashing. I went through all my modded files and checked them against the latest unmodded ones, and nothing seems missing. Only the console ymts that were converted by the Crime and Police Rebalance mod couldn't be checked, but those haven't been updated since the PC version came out anyways.

Improved Spotlight and LED
This is a visual mod, it has nothing to do with game mechanics. If a vehicle HAS a spotlight you can use (Interceptor, Yard1s SAHP Stainer only with the V lightbar), turn on highbeams with your headlight key. Anything else will require a script mod.

Possible to change siren category (e.g. from police siren to FIB siren)?
Each model entry in vehicles.meta has a "audioNameHash" line. If you want to change police4 to use fbi's siren, make the line look like this: <audioNameHash>fbi</audioNameHash> This will change all of the vehicles sounds, however, not just the siren. No method to do otherwise is know at the moment.

Especially since R* banned anyone involved with the project, even those who just ran a forum or issue tracker and never touched code at all. And R* is lying about "cheating in GTAO" to justify it now.

carvariations file?
Currently it's an encrypted file, and thus unreadable for now. You can, however, add an entry to one the the DLC carvariations.meta and it will supersede the base one (I've managed one for Sheriff2 that way).

Well, side mirror lights don't really work well for a slicktop like the rear view mirror lights do, so there's that. But I could like without that with the V.

Well, I had managed to add separate LSPD and LSSD versions by making sure to add the same vehicles.meta to the dlcpack and dlc_patch locations, but then I attempted to add a NOOSE version, and it crashed again. I might just skip the Insurgent for now.

Ped model editing is not yet possible, but I'm sure things like that will not be that complicated of a thing to do.

Textures returning to default on templated vehicles when further away
It could also be that the livery does not draw past a certain distance no matter what, and instead just the models colors show. You'd have to edit the carvariations entry and change the cars colors to resemble the livery colors.
