I assume Sam locked the .wft car model file, since it is a wise thing to do in most cases. You'd have to ask him personally to either change it himself or to have him provide you an unlocked copy. Depending on the person, both of those options can be highly unlikely to happen.

help installing enb
Typically you take the contents of the ENB folder than you downloaded and copy them into your main GTA IV folder. Sometimes there are multiples of files, each one for a different effect. Choose one and copy it in. The readme doesn't help much at all, I can see how you could get a little confused about how to do it. Inside the enbsettings.ini file you will need to change some things, esp. your monitor resolution. I could go on for days about what all the various settings do in the ini (initialization settings) file. Remember to ALWAYS BACK UP YOUR GTA FOLDER.

GTA IV & EFLC engine issues (car)
Ah, the "insta-hybrid" glitch, as I call it. It's just some random GTA sound glitch. It happens to me on occasion as well, and I don't have anything close to a low-end system. The fix? There isn't one. Just learn to ignore it I guess.

Multiple Models
There's three versions of the stockade. Pstockade (prisoner transport) NStockade (NOOSE stockade) and then, I believe, regular Stockade (Gruppe 6 "securicar," that may be the internal game name, can someone else confirm?). Make sure your GTA folder is not set to read only. If it is, you will not be able to edit internal game data files. If the vehicle files you downloaded read like this: cavalcade.wtf cavalcade.wtd then the files are going to replace the default cavalcade. If you want to use the ELS lights on this vehicle, you must open up ELS.ini and add this line: [ cavalcade ] active = 1 ...copy the rest of the text from another car's data lines...

Multiple Models
The text editor does not matter. When you say ELS folder, do you mean ELS.ini, the config file? Normal cars won't be in there, you would have to enter them in to the .ini file. Just copy one of the existing car's entry lines and replace the previous name with the car you want. However, if you downloaded a car such as Sam's Police Cavalcade, you don't replace the existing Cavalcade with the police version, you should instead replace one of the police models, such as polpatriot.

Mod not loading
I have never come across a problem like this before. It is apparent from what you say that you have C++ and .NET, and from screenshots I can clearly see dsound.dll. Everything seems to be in place. Have you experimented also with using xlive.dll rather than dsound.dll? I'm not sure why your dot net mods are not running... You clearly have scripthookdotnet.asi....

Road blocks?
You can never really tell. Let's say he does have a script for roadblocks (hypothetical). This would not mean that it could make it in time for .95, since there is always a long process after a script is added in which we have to parse through gameplay to locate bugs and then report them. In essence, it doesn't matter if he has a script or not. Roadblocks probably will not be here when .95 is released. I know that Lil-Rich did experiment with roadblocks a while ago but since then it would appear that road blocks need a lot of improvements. It is only a matter of time before they are added, but don't expect them in the .95 stable release.

All of your dotnet modifications should be placed in your "scripts" folder. That includes anything that is *.net.dll, such as lcpdfr.

LCPDFR HELP
This is the link to GTA IV on Steam: http://store.steampowered.com/app/12210/ You will need to verify your age, like any M game. Once you have GTA IV installed, make sure the game actually runs well before installing any modifications, such as LCPD:FR.

Multiple Models
In your ELS.ini file make sure that the cars are set to "active = 1" without the quotes, and make sure you are pressing J or K for the lights (primary and secondary, respectively). You need to edit vehicles.ide with a text editor, not spark IV. If you can't edit it, make sure your GTA folder is NOT read only.

Fatal Errpr when starting .91
SMPA60 means you saved a car at a safe house and then replaced the car's files with another car. The game is attempting to load false data. Restore your old car, move it, then save.

Windows 8 - Opinions?
I heard a rumor that Lion and Windows 7 were going to be the last "desktop like" OS's made. I heard that Apple and Windows are both transitioning to an iOS and Windows Phone sort of look for their desktop operating systems. Just a rumor I heard on either Engadget or Gizmodo but it seems like that's what's happening.

Put the files in to your GTA IV folder, yes. They should end up in the same place as "dsound.dll" (or xlive.dll if you use that). You should edit the ELS.ini file and make it so that only cars you downloaded (which should have ELS) are set to active = 1. For example: [ police2 ] active = 1 EDIT: Oh, and your light keys are now J and K. Read the keybindings in the ini file to see what the key commands are.

Need Help.PLZ HELP!!!
You only have 4 minutes to edit a post (regular members only). One of your pictures made it look like your scripts folder was by itself. The folder should be in with your main GTA folder, the same place where the "common" and "pc" folders are located. 2GB of RAM is not much, like Unr3al stated. It will be enough to play the game, albeit not very well.

I assume you mean ELS. Go to where you installed ELS and edit the ELS.ini file you find in your root (main) GTA folder. Make sure the vehicles YOU ARE USING are set active = 1 and the vehicles you are not using are set to active = 0 .

How to Disable Stats Reporting?
It's not a big deal. At one time the developers, I think, wanted to get an idea of what people were using for hardware but they stopped doing that. Currently there is no way to stop the stats from attempting to report, but this may be addressed in the upcoming version.

Remove PPM from your GTA IV folder. Oh and use EITHER xlive or dsound, not both. If you want xlive then use xlive.
