What are your computer specs (video card and CPU most importantly)? Second, why are you only running at 640x480? If that's the max your computer can handle, then that's the problem right there -- your computer isn't good enough.

I'm not really sure why people are getting so worked up over this list. For one, the list may not be correct, and two, most of the things on it were expected anyways. They're the typical achievements that players would expect in a game like this, especially after the video releases. For example (spoiler'd just in case): These don't really give anything big away to me, as everything was hinted at in the gameplay videos. Even the achievements that weren't hinted at are still secretive enough to not give anything major away.

I believe it may be hard coded into the game. I've tried myself, with the help of Original Light, to modify the effect radius but to no avail. I only managed to modify the coronas for the non-ELS lights.

This. A million times this! People often mod their game without backups and they pay the price because of it. Also, a tip: never be afraid to ask questions. Search the forums first but if you have a problem you just can not resolve nor find an answer to, don't be afraid to make a thread in the appropriate section.

Have you tried disabling User Account Control completely? And I believe sKuare meant to say "Look to see if your GTA folder is checked as read only" rather than "readme," but you said you already tried that.

This is a stab in the dark, but perhaps your car wasn't packaged correctly inside vehicles.img, or perhaps vehicles.img is corrupt. Have you tried restoring the default and then re-adding your modded vehicle? Try avoiding the "Rebuild" button in SparkIV, that sometimes causes problems for people.

I personally don't feel as though there's anything specific you need to know, coming from a different continent. The great thing about LCPD:FR is that you can do whatever you feel like. You can patrol the way you want and arrest who you want. If you really want to get in the mood of being an officer in Liberty City / NYC, you can try looking up various laws that may be different when NYC is compared to South Africa, and then adhering to those. For instance, NYC has (had?) a law that allows officers to stop and search any suspect. This was in the news recently though and may have been overturned.

What do you mean by Directory file? A directory is just a folder basically and the only directory / folder necessary is the location that GTA IV installed to (C:Program FilesSteamSteamAppscommonGrand Theft Auto IVGTA IV for example).
