ENB itself is not the problem, the default configuration is. You just have to disable anti aliasing, I think the setting is ForceAntialiasing=false .

Replacing the Annihilator should not stop you, it worked fine for me with the Swift replacing it, you do have to hit space very rapidly after the bike jump.

The fact that you get the texture bug whilst using "taxi bug" fixes is the game's way of saying your system is not powerful enough! Either keep the original cars or upgrade you computer.

By the fact that neither of the programs will start I would say that either C++ or .Net are not installed or corrupt. Install/reinstall/repair the following: http://www.microsoft.com/download/en/details.aspx?id=17718 http://www.microsoft.com/download/en/details.aspx?id=5555 The first one is the most likely.

It is not recommended that you use any other C++ hook, .Net hook or ASI loader other than the ones provided with the installer. They are the most compatible with LCPDFR.

That is a speed bump not a spike strip. All it would do is make a speeding suspect fly through the air.

There is nothing wrong with your API key, the system is returning "System offline (#CS-9)". This is a server side issue, might be down for maintenance.

Having two can cause issues, delete one (dsound is better) and then see if the issues remain.Either you are not running the installer as admin or your game directory is set to read only.If you use both dsound.dll and xlive.dll then we cannot provide any support.
