ID this old cop car? (Unlikely)

It's INCREDIBLY unlikely someone can ID this, however with the town I work in I found a new historical photo of the old PD, however I couldn't ID the car to get a general time period of the photo being taken.

My first guess is a 1980 Plymouth Volare/Dodge Aspen.  It looks like it has Mopar police wheels, and the last model year of the Volare/Aspen had square headlights with a visible side marker light from the side and a front bumper that juts out a bit.

The Volare/Aspen and the Gran Fury/Diplomat share their general looks in common, but the photo in the original post is definitely of a Volare/Aspen.  Check out the front corner reflector - the Gran Fury/Diplomat doesn't have a vertical one that runs the length of the headlight.
