No access to new DLC default cop cars/liveries, or certain departments.

Hi all, I recently started playing LSDPFR and while I've really enjoyed the new take on GTA I decided to enhance it with some mods and plugins.

However, after installing EUPFR, EUPLO, EUPSR and EUP Menu, I seem to have lost access to some of the agency tabs within the Police Garage menu. Note that I can still access the outfits through the Locker menu; think FIB, IAA, NOOSE, SAHP, and some others; but their respective vehicle tabs are gone. I cannot pick SAHP for example.

For some reason I also lost access to the new default DLC cars (for example, the Coquette D10, Outreach Faction, Caracara Pursuit, etc.)... I only have the 'default' cop cars that were in the game before the Online releases last year; so the Stanier, the Buffalo, the Cruiser, the Granger, and the like. How can I possibly get the new vehicles back? And the livery options? Is this connected to the first part of my issue or are they two different problems altogether?

I did some googling and couldn't find any clear solutions. Someone kept mentioning the agency.xml file but I have no idea how I should modify that (like I said, only recently started modding GTAV Legacy) and so I'd rather ask the experts on here than mess around and mess up. Thanks in advance.
