I was wondering if EVL is coming out anytime soon.

It'll probably be released when it's done. When that is? Nobody knows.

There are two programs in the works, ELS and EVL. Sadly, no one knows when either is being released.

I was one of the testers for EVL, and I'm not sure if its ready for release. On the other hand, ELS seems like it's almost ready, if you've seen the videos going around and what not. It looks amazing, all we can do for now is wait. I'm personally waiting for ELS to come out. It's going to happen eventually we just have to wait it out. 

We've done a great job waiting so far, just have to stay strong

I thought EVL was cancelled, it was on LSPDFR for some time then it went down

No EVL wasn't canceled as I am one of the EVL dev's I work with xplicit92(the original author of EVL) @Xplicit92 that is working on making it stable and getting fixes in there what I have heard was that @Xplicit92 took it down due to too many people asking for support when he cannot handle due to being one person with responsibilities like life, family, job outside of modding.

and currently what I have heard from @Xplicit92 is that it should be ready tonight if everything goes right for me to integrate my codebase and merge it with xplicit92's one he has been working on and then me to send it back to him for release(note that is if everything goes right as xplicit92 has told me he had to reinstall his os so unless whatever caused him to have to reinstall his os doesn't happen again it should be ready to push over to me tonight and then me to push back to him for release after merging the codebases) but remember I don't want to start nothing I didn't even want to say that it could be released tonight as told to me by xplicit92 in a pm because I was afraid it would start another firestorm of people bombarding him to release it which is what caused the hiding of EVL to start with(you know people bombarding him for support when he couldn't handle it so he hid it by my understanding because of that.)

Note Please Please Please don't cause him similar trouble please I only said what I was told by him in pm that there is a possibility of it being released tonight if everything goes well not there is a guarantee it would be released tonight to inform everyone EVL is still being worked on and to hopefully keep people at bay asking when EVL would be released or actually "unhidden" as it really is.

So if you don't get anything out of this reply but this just please don't badger him about when it would be released etc as to my understanding that is why the EVL file was hidden because of that people badgering him to get support when he is one person with a life outside of modding that cannot always be here to support people which is like I said my understanding of why EVL was hidden not deleted or not "released" when it really is hidden just not seeable to the public.
