I'm playing with the latest version of RPH, GTAV and I installed EUP 7.4 & EUPMenu 2.1.1.0. Also I tried the things you mentioned (load all plugins, load eup manually etc.) and they didn't work for me. If it's possible to look at the log here is rph log: https://pastebin.com/0U2Qve2e

I just finished installing LSPDFR and all of my personal preferences in form of vehicles and various other things(including EUP) that help make LSPDFR a better experience.

Although when I got into testing EUP, the menu worked, but it said that I didn't have the Emergency Services Pack... I therefore went on here and downloaded the EUP again and installed it automatically, started the game and were quite frustrated when it just came up with the same message when trying to go into the Emergency Apparel tab. I then tried to install it manually, but same outcome occured. 

Basically, I have installed the Emergency Services pack, but EUP thinks I haven't...

 

I have checked that there is a folder called eup in dlcpacks and I have also checked that EUP is added in the dlclist.xml file. 

 

What could possibly cause this problem???

Is there a way in EUP Menu to use a different base character?   I would like to have a smaller and shorter female police officer.  I tried mixing with the use of a trainer but every time I open EUP Menu it reverts back to the base models.

 

Sorry if it's a stupid question, I'm a total noob.

EUP uses the multiplayer models, which are very limited as for body shapes, height, ect. I know that in Menyoo trainer you can adjust the height of your character but it also adjusts the width of your character (And it looks very wonky), so besides that the answer is no.

Im not sure if this matters , or has anything to do with your experience. The YT vids i watched all said to install the EUP first then install the menu. Im not sure if that matters at all, just trying to help. It works for me anyway.

Never really heard of that, doubt it would make any difference but it's always worth a try.

Do you mean Emergency Apparel or Services Apparel? Services Apparel is currently in development at the moment and isn't available to the public.

If you mean Emergency Apparel (LSPD, LSSD, BCSO, SAHP, ect) then EUP is broke obviously (._.) and if that's the case, it would be helpful if you could post a screenshot of your dlclist.xml. Also attempt to go inside the dlc.rpf in your dlcpacks > EUP folder to ensure the mod files aren't corrupt.

It's a little too late now, but thank you for taking your time trying to help me anyway.

Because of my impatience, I decided I could try starting over with installing everything again, starting out with EUP and then it worked. I then tried to do it again the other way with the Emergency Services first and then the Menu, but it still worked.

I don't know why it didn't work the first time, but my quess is it had something to do with my dlclist.xml not working properly.

If I wanted to edit the texture of a specific uniform, how do I find out where the specific uniform is? Do I have to look through all of the mp_freemode files? Because there are ALOT of them haha.

Yes, you would have to look through the mp_freemode files in (mods) > update > x64 > dlcpacks > eup > dlc.rpf > x64 > models > cdimages in order to find a specific clothing piece. Note that the components for uniforms are very broken up, you won't find the full outfit in one folder.

 

Also, here's a list showing what components are named what. (Thanks to PieRGud).

It depends, really. Certain clothing items in EUP are formatted differently compared to the vanilla NPC components, you'll probably have to resize a lot of the textures and import them individually one by one. It might even be easier to just edit EUP files to look resemble that pack. However if you do make your own pack (Using someone else's textures), don't upload it unless you get permission from the original author.

I did, I downloaded both things, followed all the steps in three videos and still nothing pops up. Should have stated what I did batter sorry.

did you select for that plugin to load from the ragehook options, or press F4 and type loadplugin and select EUP Menu?
