Who exactly has received the awful upgrade, that screwed up scripthook and is trying to downgrade their GTA V, so mods will work again?

I'm not. Although the update actually hit the performance of the game on my PC hard, I will not be downgrading. Most mods already work on this patch and LSPDFR will soon too. No reason for me to go through all the trouble.

Oh, they're expecting LSPDFR to work with the new updates? I thought the newest update made it even harder to mod?

True, it's not. I just hope something good comes of this at the end.

I've known the devs for almost four years now. They don't produce trash. If they promise to deliver, they deliver, and they deliver with excellence. Just give them time.

Well, I did notice several performance issues, nothing too much, but it happens and it annoys me. I'm certainly not downgrading now, all my mods are online and sound and new cars are cool :D But I did make a backup and not gonna update the game any more. I'm tired of that "have some more panties and skins for you online self while we're screwing the singleplayer guys hard". No sir. 

Well I did update GTA V but I also updated ScriptHook and Rage Hook and I can still play fine. I do notice FPS drops but nothing really bad (but I do have a powerful system).

I am but I didn't think I would have performance issues with this version but I do. If anyone can upload 1.27s update.rpf and GTA5.exe I would appreciate it :)
