I was wondering if anybody would know of any good programs that i could get too make better Police car skin's, right now i use Paint.NET and thats only good for simple textures.

If you want to do some casual skin making and editing stuff, I recommend GIMP. As it's free.

If you really want to get into editing photos and creating textures and you have a fun doing so, go for Adobe Photoshop Elements first, as it teaches you the basics and will last you about 2-3 years until you hit its limits. Once that happens, you can move on to Adobe Photoshop CS5 (or 6 or 7 - whatever is out by that time).

I precisely did all of that, started out with Adobe Photoshop Elements (got a license from my school), started editing photos and playing around, creating stuff until eventually about 2 years ago (I believe) I was missing features, so I decided to move on to Photoshop CS5 (which is THE best program for every type of photo editing / texture creating)

Interesting. I use GIMP, also because it's free. I've tried Photoshop (installed on school computers), and didn't like it nearly as much.

I use GIMP myself and there is some ways to do some very good texturing with it, just got to learn its quirks and the different terminology for some stuff or sometimes, it takes a few extra steps (like for normal mapping and specular mapping for example) to get it done properly.

Forgive me for hijacking this thread and asking a question but it is relevant, and might be of interest to the OP as well as me.

There are so many, I was wondering does anyone who uses Gimp (or any other program as well) for liverys use any plug ins that they find helpfull ?

And if so which ones ?

@Molten: There is a plugin for doing Normals, that can be useful for making textures.

Also there are plugins in Paint.Net that can used to curve, rotate, skey texts...!!!

The software is also very nice and light in terms of size..!!!

I started out using Adobe Photoshop. It's a great program with many features and additional enhancements. But if you cannot afford it I'd use PAINT.NET. Never used GIMP though.

GIMP is by far one of the best free programs available. I would stand by it just as much as photoshop or any other PAID program. I use it for creating skins, web design, custom graphic work, ect. LOVE GIMP

Visit me on youtube. The most common reason for crashing is user error. Make sure you have the latest RAGE, ScripthookV, ScripthookVdotnet and turn off your antivirus. Make sure you have an up to date gameconfig.xml as well. Use Allbo's plugin troubleshooter to find any errors too.
