The 750 is much better, if you can afford it a bump up to a GTX 760 would future proof it a bit more.

I think the 750 could run IV good with ENB without lag, although I'm not entirely sure.

Imitation is the sincerest form of flattery.

Yeah I have a AMD HD 5450 and I play on low/mid settings with an out of control commandline and a few other things to make my game tolerable.

Whatever you do don't buy a prebuilt, just build your own. For what you are paying for a prebuilt you could build a better system with way better parts.

I have two AMD 5800 HD series graphics cards, 8 GB of ram and a AMD FX 6-core processor. Is that good?

Typical LCPD:FR & LSPD:FR Player. REALISM!  Plays G.T.A IV, G.T.A V, ProjectCARS, CS:GO (Sometimes.), EmergeNYC (It's good, but very early alpha. Only has Firefighter gameplay. Will have Police & EMS too! Can't wait.), Red Orchestra 2/Rising Storm, Rising Storm 2, and more. Steam is: thebuilderman (shhh, I was 11.) (Nickname is GamerHackTV)

If you get a GTX 750, get AT LEAST a 750 Ti with at least 2GB of VRAM.  Or opt for the GTX 760.

The CPU and graphics card are both "meh" quality. If you up the graphics card, the processor will bottleneck its performance, and vice versa. They both need to be changed out for something else if you plan on using this with any other games. If you can customize the thing at all, cut the amount of RAM in half and use that money towards the other components.

Like unr3al said, the performance won't be good with the hardware you're planning to have. GTA IV is poorly optimized for AMD hardware, I am lucky to have some nice hardware that this doesn't matter.

You can get the newest graphics card generation for about 250$ - I can absolutely recommend the AMD Radeon R9 280X, not too expensive and a beast. Also, i5 processors aren't that expensive anymore, for about 800$, I'm sure you could get a monster PC, I just don't know how much money you want to spend.

Although a lot of sources say otherwise I get a performance boost from 0.163 ENBs and a performance drop from 0.82 ENBs, since I use Marc Fabriciuz' CryENB V1/V2 I got a boost of about 5-7 FPS - and I have no clue why. You have to find an ENB that is optimized for your hardware I guess.

Not really.

Well, i can run GTA IV with the whole UVP 11 in. So, that is good. I get no lag or anything.

Why would buy a computer specifically for one game? It's your money but, I would think you should invest for the future and construct something that handles games beyond GTA 4
