So I was watching Jeff on YouTube and Police Lights were extremely bright which is something I like but when I installed Radiance V the effect wasn't working for me I replaced the file as told but I never got the desired effect and I see a good amount of people on the forums who are having the same issue as me and after digging through the GTA V Files on Open IV I found something out....the VisualSettings.dat File has 3 separate ones and they must all be replaced to get the lighting you desire with Radiance V so here is a tutorial and hopefully it helps people who have been confused like myself on why it was not working.
Step One : Open Open IV and Click on Windows.

 
Step Two : Turn on Edit Mode in Open IV.

 
Once You've Done These You Will Be Replacing Three Different Files (All VisualSettings.dat) at these file locations.
1st One : Mods/Update/Update.rpf/Common/Data (Scroll Down to See File and Replace)

 
2nd One : Update/Update.rpf/Common/Data (Scroll Down To See File and Replace)

 
3rd One : Common.rpf/Data (Scroll Down to See File and Replace)

 
Step Three : Navigate To x64a.rpf/Textures (Replace graphics.ytd)
I'm Not Sure If The Last Step Is Necessary But I Did It Just In Case and These Are The Results:
Noon

 
Afternoon

 
Evening

 
Night

I think I just came lol. Seriously though, just imagine lcpdfr( lspdfr I guess) on this. Really no need for an enb on pc, easy integrated FPV, the tazer is already in the game.err merr gerd, cont wait

Honestly, I'd tell him to stop being a fuckwit and just move seats. It's not the end of the bloody world, and if you're being asked to move you're obviously distracting the class anyway. 

To be honest, if a teacher asks you to do something which is reasonable and lawful, then you should do it regardless.

*.ini file will let you set up keys, turn off any call, configure time dependency of calls, set some additional parameters - feature is implemented, the mod will have it's own random radio chatter based on real recordings, modern as well as old ones - on stage of collecting samples, "ManDown" call is fixed.

Please back up this statistic with some evidence. If you are referring to the statistic that shows more black people being incarcerated then I think you are using that stat incorrectly. Just because they are incarcerated at a higher rate doesn't necessarily mean they commit more crimes, it just means they get caught more frequently. There could be plenty of crimes out there that are unreported or unsolved and we wouldn't know who committed those crimes.

I've been looking at animations for quite awhile to get a full understand ing of the animations. I want the cops to actually tally on the shoulder mics instead of pulling out a walkie talkie, and how they draw they're sidearms and reload.I've got it 80% figured out and am gonna experiment with some animations to see if gta iv can handle it. Be on the lookout for it.

The spotlight mod is no longer available on LCPDFR.com due to the author wanting it to be taken down. This was done because of a few abusive comments. 

Why does it bug you to the point where you'd leave a response for that? I'll call it whatever I want to call it, and you'll just have to deal with it. Don't like it, get over it, or block me. Simple as that, I couldn't care any less.

@Boozer, So I'm guessing everything would run good.So if the GPU needs an upgrade, I'm going with 760 instead of a 570 then. Nice case by the way. 
 
@aCoD Prodigy, Its an ok price. A bit over my price but its ok. I would have to wait a bit longer to get it. I only get paid by-weekly and after bills are paid, anything left I would put aside for a new PC.

I've been wanting a Signature but for the Sheriff Department hopefully you make one for those but the bus looks awesome regardless.
