Perhaps you had a change to steam which meant steam updated it's stuff for GTA? Or your cache changed somehow. Knowing steam it could be  whole host of reasons why it updated.

But it is extremely unlikely that GTA IV got itself an actual upgrade/patch so.

 

PS. The only thing I see in my steam updates is Dota 2 asking me to update it for the 400 billionth time within 3 seconds. (I never update Dota 2. Takes the piss how it has an update every day lol, I never play it either)
