Sorry for delay, With NVR (Latest update), max settings, tree mods I am running anywhere from 70-80 with 2080ti. If I go down to medium settings it runs 100+ FPS.

its not bad! in my opinion i would get a 32gb ram kit for more short term memory. but its all up to you its your pc! but for 925 its really cheap and they sometimes cheap out on your MB.
also again up to you, i would a 500gb+ ssd to run games off of for faster loading times!

You could upgrade the system with a GTX 1050 or 1060 for around $200. I have this, which delivers 60 frames on high settings with the same CPU in the eBay build.

Like I said. May be a little pricey.

If you want a beast rig expect $700-1000 (US) more on the 1K side. If you can settle for less it'd be more 5 or 6. I can link you some of my parts later. It runs GTA 5 on highest settings with graphics mods at around 50 FPS.

It's okay I guess. It depends how much you care about graphics. One thing I'm going to tell you though is you'll need more than four cores. You'll need 8 at least. Otherwise you'll most likely get some lag. I recommend using Windows 7 Home Premium instead, but then again I have good taste :). I've never even heard of the brand Sapphire. Sounds like a small knockoff company. I personally recommend Nvidia. I have a Nvidia Geforce GTX 1070 which works wonderfully. Some people recommend AMD, but if you want better performance for the price Nvidia is the way to go. I also don't recommend an AMD processor for the same reason. Usually Intel is the best way to go. I have an Intel I7 6700K, but that's pretty top of the line stuff. You might not want to pay that much. I'm not sure what your budget is. Also if you take my suggestions you might want a better power supply. Now would you be willing to custom build? That would be a lot cheaper, and you could get the exact setup you want.

I don't think so but you cn go on duty and duty forced go on duty ;Alt-p  and force duty Ctrl-p. forced duty is were you don't have to go to the station. all you need to do is press that after going on duty. and go in trainer and grab you junk and on your way!

Its life, People will always find something to fight about. Even the smallest thing. I don't know why but we will. In this case its something stupid, yes let them were the shirt. If you don't like it go to a different school!

Here is were I stand, I have been playing ARMA ever since it came out, I have owned every arma game and I have been part of more clans then I can count. So you know i'm a true arma fan and I mean this when I say it.
 
 
If you would of ask this question a few months ago I would of told you to go buy arma 2 and forget about arma 3, because arma 3 was really boring and just stupid it looked like call of duty. Now since they have dedicated there time to fixing arma 3 it has become 500x better and i'm actual able to play it and be proud to call it a arma game. Arma 3 adds a entire new lew of realistic combat experience and its keeping all the kids out because they can't go around no scoping with sniper rifles. (its awesome now because you need to adjust for elevation and wind speed and stuff)
 
Personally right now I think arma 3 is the best arma yet. (Well unless you mod arma 2 with ACE then arma 2 is better) But i'm talking about stand alone.
 
If arma 3 is to expensive go buy arma 2 and download and install this mod called "ACE" it makes the game really realistic and adds about 400 new guns, units, cars, tanks and stuff. Its really up to you they are both great games right now. Arma 3 I can only see getting better, only thing with Arma 3 is there arent a lot of mods out there yet because it only came out a year ago.

You touch on something that I don't really understand, there's nothing wrong with a mod as long as it's set up right. Sure, it might not be your cup of tea, but that doesn't make it "less" of a mod.
 
The Liberty is one of the most popular lightbars on the market so it's no surprise that it is used a lot in mods, some people want a car they "recognise" from the real world and that means a Whelen Liberty in quite a few places.
 
The arguments against releasing lightbars or any kind of model unlocked is that the models will be "overused by the community", I don't understand that.
I think the opposite is true, there's a higher chance that people will make unique mods if they can easily access a selection of models to use. Yes, the Liberty was used a lot for a long time as it was one of the few lightbars that were unlocked. Hell, nobody even had a Liberty when I joined GPM back in 2010/11, I remember modders showed it off in the gallery as a WIP back then.
 
Now though, we're seeing a far more diverse environment, look at the download section here, Edges, Justice, Arjents, Integrities, Code3's, they're all represented on the first few pages in the download section (discounting GTA V mods and slicktops), sure, the Edge is converted form a Liberty, the Edge is two Liberties on top of each other after all.
 
 
There's also the taste police part, I don't really understand criticism that doesn't concern the quality of mods, for models that would be materials, the mesh, mapping and textures. Everything else is taste.
 
I've also heard that some people argue that "why should someone have to make a Tomar - The Blade if someone else made a model of it". I'd be inclined to agree, there's no need to reinvent the deep saucer. But the attitude among modders is that you have to "earn" parts so asking for a specific lightbar might be frowned upon and perhaps even ridiculed, you never know quite when you have "earned" your parts. All it really does it lead to confusion, frustration, it splits the modding community into groups, maybe not formally, but the divide is there.
 
I believe that every modder should work on making unique mods, you're very right that people aren't interested in a bolt-and-upload mod. However, the mods that are popular aren't so because of whoever made it, the mods are popular because they stand out, they offer the user a product that is different. The community IS self-governing on this particular subject.
 
Modding should be about thinking differently and being creative, it's about exploring new options and using feedback from other people. Sure, we're making police cars for a video game, but the thinking process and experiences we gain from it can be valuable in nearly every field of employment.

Well those scripts might not be able to run in GTA IV no more, ive found some that dont work, id suggest finding a different one or just leaving them out. ~ Srgt.Scales

Hey i was thinking i was playing in game with object spawning, were is the objects located into open iv? i want to look at them. do any of you know were there located? i want to see things in the object spawning in open iv.
