You're right when you said that he reminds you of Trevor, I concur with that statement completely.

 

It also looks like he's been playing too much GTA V; Note his "knockout" move at 0:22.

At least he wasn't throwing grenades like Trevor did once when I stumbled apon him.

Ah man. That's why you confused me, looked like a Cali CVPI, but that Florida sign really confused me :wacko:

 

The CVPI has SDPD markings, so I'm going to guess San Diego, California. 

Yeah, you're probably 100% correct, just the FL sign that confused me...
