I am hating the amounts of pursuits coming in like 30 seconds, same with the call outs. The dispatch is way too loud when it comes in and it's very abrupting. Can I turn off pursuits in any way?

Read the PDF that is enclosed with the LCPDFR 1.0 download and then change the corresponding lines in the .ini file. That should solve your issue.

Yeah, depending on what part of town you are in, you might have constant pursuits as the game decides to have criminal after criminal run from a cop, which triggers the event. I see it all the time in Hove Beach and other locations full of gang members.

You can also set yourself as off duty by pressing F7 while ingame.

So more the area that had gang members, the higher the pursuits appear to turn out?
