Are they possible with the original version of GTA IV?

 

I've always wanted to be patrolling on one.

It is possible. You just have to replace a normal police car and change some config files. I would recommend following this tutorial:

As for ELS bikes, BritishPoliceMods, kinksta100 and BxBugs123 (his LCPDFR profile) have all made police bikes which are compatible with ELS.

Yup, no need to replace an original cop car (warning: the computer won't work on the added bike, though).

I run EFLC, has the policeb.wft and wtd.  It is one of the vehicle choices when loading up the patrol vehilces you scroll through prior to hitting the streets as LCPD.  

 

EFLC also runs much smoother (higher FPS) than GTAIV.  Better optimization.

I agree with that statement. It is worth buying Episodes From Liberty City. You'll have a better experience with better FPS
