Yeah man, sorry to shit on your parade, but maybe it messed up when you were downloading it somehow. Good luck with it!
  2. trewq34's post in OpenIV not running was marked as the answer
Did you extract all the files in the archive to your desktop, or just openiv.exe? If you've only extracted openiv.exe then that's why it's not working. If you've extracted everything, then it could be that while extracting the files somehow got corrupted, so just extract them again.

It could be one of four things...

The ENB vDH Police Helper ALPR PSS What I suggest is try removing them individually (remove one, test it, remove another, test it etc)
  4. trewq34's post in GTA IV wont start since installing LCPDFR MOD was marked as the answer
Are you running the game as admin, using the admin account sometimes isn't enough. You need to right click LaunchGTAIV.exe then select "Run as administrator". That should fix your problem.

Indeed, as said above by Break. If you want some decent ENBs try the following:

    '?do=embed' frameborder='0' data-embedContent>>
    '?do=embed' frameborder='0' data-embedContent>>
    '?do=embed' frameborder='0' data-embedContent>>
