There may be a way to do it if you took the textures from the state trooper and put them into the police texture so they would be on active  duty wherever the police would be but other than that you can not assign who drives which car other than yourself

but as previously stated alderny has non stop state troopers

You could replace the police model with the state trooper one but then you wouldn't have the original police model to drive the cars anymore, it would be all state trooper peds. Or like the others have said, the Troopers drive in every car in Alderney. It might be possible to achieve this with editing a txt file in COMMON>DATA...  I don't know if you can do it, you'll have to look through and see if you can find something related to the police cars and the peds that drive them. There is everything and anything within those files so look close. Its also possible that its something thats hard coded (That might be the incorrect terminology, idk)  and can't be edited

Sam has the Area Livery Mod. While it doesn't change models, if you have a state trooper livery on a car and an LCPD livery on that same car, you can set it to State Troopers in Alderney (with strooper driving it) and m_y_cop driving the car with the LCPD livery.
