1. Install Windows 7 again. Hard drive must be totally clean. In the Windows 7 installation wizard, there is going to be a window with hard drive partitions. Delete all partitions you can and create new one (that will make your hard drive clean) and then install the Windows 7.
2. When you have Windows 7 running, install all necessary drivers with administrative rights and update the Windows 7 (there is going to be a lot of updates).
3. Install programs below with administrative rights:
Microsoft .NET Framework 4.5 DirectX End-User Runtime Web Installer Visual C++ Redistributable 2012 Adobe Flash Player (install both versions) Games for Windows Marketplace Client Java 4. Install Steam and other programs you need with administrative rigts. And click on the 'Check updates' option to see if there's more updates available to install for Windows
5. Download the GTA IV.
6. After the download is complete, left click on the GTA IV, 'Properties', 'Local Files' tab, and then select 'Verify the integrity of game cache'.
7. After the process is done, it will say that all files are validated or it will say that some files are not validated and that those files need to be downloaded again.
8. Launch the game for the first time without any modifications and don't play it.
9. Install LCPD:FR modification with administrative rights ('?do=embed' frameborder='0' data-embedContent>>).
10. Download and extract Scripthook.dll and ScripthookDotNet.asi files to your GTA IV root folder (http://www.hazardx.com/details.php?file=83), and overwrite the files when asked.
11. Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only".
12. Make sure that you launch the game with the administrative rights by going to GTA IV/EFLC root folder, right click on GTAIV.exe/EFLC.exe, select 'Properties' then 'Compatibility' and enable option 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV/EFLC.exe.

Priority tone - sounds like the one from Lt. Caine's (Luxart) Federal Signal Unitrol Omega 90K or Federal Signal SmartSiren.
Second priority tone - sounds like the one from SharpCommand's Whelen 295SLSA6 siren.
Airhorn - sounds like the one from SharpCommand's Whelen 295SLSA6 siren
Wail - sounds like the one from Lt. Caine's (Luxart) Federal Signal Unitrol Omega 90K siren but little bit shorter.
Firetruck airhorn - unkown

Now more children can enjoy GTA V, whereas the older and proper audience will be turned off.

Matosh got a reaction from Mr.Quiggles in GTAIV CVPI ELS Rear White Strobe Issue, fix?I can't see that screenshot because of this - "You don't have permission to access /downloads/pom_cvpi_nhp_OI2.png on this server.". I assume it's from the Bxbugs123's Nevada Highway Patrol CVPI model.
Take a screenshot of that CVPI with lights on and post it here.
The only way you can remove the lights is:
a) by importing the vehicle model into the ZModeler but you can't do that because the vehicle model is locked
b) opening the lights texture from the .wtd file with the graphics editing software and making the lights transparent
What you can also do is extract the texture file from the .wtd file which has light textures on it to be used with ELS then open it with graphics editing software, select the lights that are to intense, paste black colour on it and lower the opacity. That will make the lights not so bright while the other lights are not affected.
Since you mentioned headlights and rear lights then there is nothing you can do about them because there is no texture file for them. The only way to reduce the intensity of those lights is to lower the value in the visualsettings.dat file but that will also make other lights not so intense too, or you can reduce the bloom from the ENB but that will also again make other lights not so intense.
Some of the newer assembled or made models that are released by the modders/modelers have texture file for the headlights and rear lights which you can open with graphics editing software and make them transparent or make them to look not so intense by painting the light texture with the black colour and lower the opacity.

When you have GTA IV or EFLC installed with latest patches (GTA IV - 1.0.7.0, EFLC - 1.0.2.0), only thing you have to do is launch the installer as administrator and follow the instructions. No, calling coroners and tow trucks doesn't come with LCPD:FR, they are from another modifications for GTA IV and EFLC called >vdH METT/Coroner Mod and >vdH TowingService which are used in conjunction with the >vdH PoliceHelper. Take a look at this tutorial section on how to install new vehicles models and vehicle textures. (http://www.lcpdfr.com/page/tutorials/index.action/_/vehicle-modification-tutorial/) To spawn vehicle and player models, and also other stuff use Simple Native Trainer 6.5. List of LCPD:FR controls in .pdf file ('?do=embed' frameborder='0' data-embedContent>>), and you can also press Shift+Tab when in-game which will open a window with LCPD:FR controls. I never used Xbox360 controller for PC because I don't have it so I can't help you with that. Download >ELS v7 and read the manual that comes with it, it will explain on how to install, how it works, what are the controls, etc. Also make sure you read this.
