To answer your question Cobra, would this be what you are looking for? The link for the cars and siren is in the description of the video.

Edit: will keep talking in English so that all the others can follow.

  • Why don't you try writing it in French, maybe somebody can help you. At least it's more probable with Google Translator english. Also: Being french is not an excuse to not knowing basic english.

GTAPoliceMods has an option to sort cars by country or region I believe. As far as languages go, Japanese, English, Chinese and Russian are supposed to be among the hardest, short of tribal languages. English has far too many slang words, words with double or triple meanings, constantly adds new terms and differs in usage and accents depending on what region of America or England you go to. Mexican Spanish, South American Spanish, and Spanish Spanish are similar in that way. If you learn one, you can speak to people in all countries, but they might make fun of you after the conversation is over. To completely master English is difficult unless you are a native speaker.

Japanese has three alphabets, and from what I've heard it's near impossible to learn and remember all three. Russian is just plain weird. Very few languages that tie into it directly and it uses different letters altogether making it harder to write or read. You can at least skim things in German, French, Spanish, English, etc and get the gist of a few things even if you don't speak the language. That's not really doable with Russian, Chinese, Japanese or Korean.

For installing the game, you need to download the installer from this website. It shouldn't be too hard to find. Double click it and follow the prompts.

Sigh...Is it so hard to look for GTA IV modding tutorials on the internet?

Alright then, I'll try explaining it.

First of all you have to install these cars and siren with a tool called SparkIV. Look it up in google and download it.

You open up sparkIV.exe, click on browse and go to models/cdimages. Next you double click on vehicles.img.

Now you just import the .wtd and .wtf file of the car you want to replace.

For the siren you go to pc/audio/sfx and search for resident.rpf. Double click on it, then click on RESIDENT. Now you just import the new HORNS.ivaud file that you downloaded.

Second, you need ELS(Emergency Lighting System) for these cars to work proper. Without it you won't have any siren lighting.

You can find ELS on GTApolicemods. Just download it an put the files in your GTA IV folder. There's a readme file included so read that carefully.

Last, you will probably want LCPDFR. Just go to the downloads page here on this site, download it and follow all the instructions.

Hope this makes it a bit more clear. If all of this was Chinese for you, I'm afraid other people will not be able to help you as well.

Not really the slang, but the context in which words are used. For example "to" and "too" sound exactly the same yet are used in completely different ways. English was said to be the most hardest language to learn though.
