I have had a problem with the Independence FM radio station in GTA IV for a long time. It has never worked, ever, on 2 different computers, with multiple installations of the game. I am pretty sure I did everything correctly, put non DRM MP3's into the User Music folder, and did a complete scan, but all that ever happens is commercials play indefinitely. I also tried everything from this thread - '?do=embed' frameborder='0' data-embedContent>>, it still does not work.

Go into audio and change the option to sequential or shuffle. That usually works.

From my research, this is a common issue but nobody can figure out how to fix it. It does identify the files and the scan flashes on the screen for a quick second, but in the game, the radio is all commercials and no music no matter what setting it's on.

If the scan flashes on the screen for a quick second and you never saw it for more than a few seconds, then it didn't identify the files. With a full scan, it will take 1-3 seconds per song. Try having the songs in a different folder and creating shortcuts to each in the User Music folder.

I did that, it says "Scanning" or "Loading" and then "0/1" for a second (I only put one song in to test it out. I did the shortcut thing, but the same problem happened.

I had the same problem but for the life of me I can't recall how I fixed it. If I remember I'll be sure to tell you. 

 

Edit: I think the length of the file names had something to do with it. I think that when I shortened the filename it worked.

Mine works fine.  I'll switch it between music and dispatch audio, depending on my mood.  Anyhow, I just placed the MP3 files in C:....DocumentsRockstar GamesGTA IVUser Music and then, in game, go to audio tab, and select sequential or random and then hit the scan button.  That's it, nothing more than that.

I finally got it working by shortening the names to 1 character and adding a TON of music. When I press complete scan, it takes longer to sort through the songs.
