PlEASE HELP brand new computer struggling with GTA 4

ok so heres my problem,

I just purchased a brand new computer and here are the specs:

 

Windows 8 64x

2nd gen Intel Core i7-3820 (3.6ghz 10mb shared cache)

2gb amd radeon hd 8570 (dx11)

10gb  ddr3-1600mhz sdram

2tb 7200 rpm sata hard drive

460w power supply

 

so I bought this computer specifically so I could play lcpdfr. My problem is GTA is lagging horribly and ive probably read a good 200 forums on possible fixes and have tried a lot but to no avail there has been no improvement. I will post my benchmark from GTA, I originally thought I was having stuttering issues but with only 20.15 fps Im thinking not. If anyone could provide a straight forward answer or possibly some feed back on my GPU which I think is decent enough but who knows, I realize it could also be some sort of issue with windows 8 as well, Ive watched plenty of lcpdfr multiplayer videos on youtube and people have this game running like silk, I would love to be able to enjoy lcpdfr with flawless fps and silky smooth gameplay with high graphics, Im almost certain my computer is capable, PLEASE HELP, thanks, matt. PS I also just noticed that gta is reading a different graphics card than I actually Have.......

I'm not versed with Windows 8, but try and kill the bloatware and unnecessary processes via task manager (if there is a tm still).  It's that or maybe Win-8 is not suitable for many games, I hear peeps with a lot of issues gaming with Win8.

Im really starting to think windows 8 is the problem IDK just a feeling aside from gaming I will say it is amazing once you get the hang of it. Fast as hell...

 

Also should I really have to turn my settings down when my GPU and CPU usage are both below 50% usage?

I run GTA IV on windows 8 perfectly right now, so it shouldn't be a problem. You might have to through a little bit to get it working, but I've never recieved lag. Your memory should be at least 8GB, I run 16GB with no problems.

There is absolutely nothing wrong with playing games on windows 8. Those rumours are mainly unfounded. There is no significant performance variance in games between 7 and 8. I currently play on a Windows 8 gaming laptop (16GB RAM, i7-3630, GTX 680M) and all games play on high or very high settings with no lag. The only issues with windows 8 gaming is that some games are incompatible (though that rarely happens).

I would try updating your graphics drivers first, then try turning down the settings. See how low you have to get them before it's playable, then report back.

I have a 700w power supply and it's barely enough to support my 1 gb GTX550ti, so idk if your graphic cards are not acquiring enough power to function normally. 

i had this problem when i bought my pc.  it was because the game was trying to use the intel graphics instead of the dedicated graphics card.  i dont remember how i fixed it though

I have windows 8 on my rig and my GTA:IV works perfectly with all my settings up so Windows 8 isn't the problem.

Try to find your graphic card online and update the drivers.

It's better than nothing, but I believe that card only has 512 MB of onboard RAM, so your graphics settings should not be so high. I would open up the side of the computer and verify you have the graphics card you think you do, because programs usually do not lie. If you have more than one graphics card in your computer for some odd reason, remove the less powerful one.

Yeah, I'm not sure if windows would even launch with two different cards installed. What could have happened is he looked up the wrong specs for his computer. Also, if he ordered it directly from a manufacturer, he could have selected the wrong graphics card or they installed the wrong graphics card. In any case, he should open the case and actually check what card he has.
