Scales, you really need to turn off your Caps Lock. Typing in all Caps really doesn't help get your point across as well as it makes it look as if your yelling at us.

try Spark IV instead its the best

I've been having problems with openIV recently as well. I now exclusively use sparkIV.

SparkIV is a much better program IMHO

Tried running it as an administrator?

As harper said right click and run as admin.

I use to have problems with OpenIV and it would always want to run updates or it would need to download the same update 5+ times. So I blocked it with my firewall and zero problems since. Just use Spark for certain things like sirens/sounds

First of all.

 

OpenIV is necessary for car modders. SparkIV can only replace textures whereas OpenIV can add and remove textures within the file.

 

 

To the issue at hand:

I had a similar problem on my old Anti-Virus, I had to whitelist OpenIV in the firewall before I could install and use OpenIV. Check that your firewall isn't blocking OpenIV from updating and whitelist OpenIV if it is.
