Use openIV to install the files in the Files folder. 

OpenIV;/>X64e;/>LEVELS;/>GTA5;/>VEHICLES.RPF

For correct emergency lightning visuals, also install visualsettings into your GTA directory. 
OpenIV;/>UPDATE;/>UPDATE.RPF;/>DATA > Drag visualsettings.dat in here. 
This is for steam users, you also may could use the MODS folder and install it up there.

I've looked into your issue and I reinstalled the mod itself of this download I put online and its working like a charm. You using any ENB or something? I've no clue why it isn't functioning normally at your game as it should be.

I was using BXbugs Radience V, i'll trying removing that 

Didn't work, did you edit the carvartaitons meta? or did you have a car installed previously that had a custom meta?

Hey for the install destination I was able to get to update.rpf but can't find a ";/>DATA > ".

I have the folders common, dlc_patch, and x64.

Below that is content.xml and setup2.xml.

I realize it would be better to take a screen shot but I don't know how to do that.

BTW lights on the mirrors r dope!

the car is awesome! i am however having an issue with all blue lights, one side is red and the other is blue. please help.

    finally - i wish more modders used all blue lights. Is it possible to move this to police3 or fbi? I'd like to keep some regular looking patrol cars as the primary police car.

    The mod is updated, it includes a fix for the lightning.

    they dont use them much because in California they use red and blue
