    No, it's forbidden to distribute those files without the agreement of the original authors. Download and install the cars and then apply those textures.

    It's up to you, you choose, you can use both if you have free police slots, you can apply textures to both of them.

    Can I turn any car into police1 for example, if the model name is sheriff can I turn it into police1 or will that mess up my game?

    You'll probably have to change the carvariation.meta file to make the lights work. Listen, if you've that much trouble finding how to install cars and textures, look at tutorials on Youtube, they'll help you more than a comment section.
