I hate to go off topic, but it is Liberty City and not Los Angeles. The street names are from Liberty City. The structural design is from Liberty City. The cops even said LCPD at one point if I heard correctly. Just my opinion there :)

You'd have to learn scripting to start with, as the LCPDFR plugins are coded in C# if I remember correctly. There is a API-reference, read that. Microsoft has some good tutorials on their website.

Indeed, and I stated my own opinion. Sure, one could argue that cops should "have fun" on the job, and this is what these fellas were trying to achieve. In my personal opinion that's not up to them to do. They're interfering with police work.

If you're playing LCPDFR, be as realistic as possible. In my opinion, the original point of LCPDFR is lost if civilians are killed without thought, or officers are wielding rocket launchers.

It's a common windows error that you can't change it. You should be fine if you're running the game as administrator and/or UAC is disabled.

ELS isn't a terrible mod, in fact: I like the idea very much. It's very pretty. The thing is, that is causes crashes with its constant reloading of parts and the fact that ELS-enabled cars are usually too high-poly for GTA IV.

Hi. The freval error was fixed for some users by doing this: Open up your LCPDFR.ini, look under "Main", it should look something like this by default: Now, add to the bottom of that part PreloadAllModels=TrueThe "Main" part should now look like this:
