I don't get it, what problem are you having? Most pursuits don't save due to a code problem, this'll be fixed in the next release.

Does it have Intel graphics? If so it can't handle GTA IV.

Anonymous usage stats not sent: possible server failure or no connectivity. Why do people think this is crime stats? This is the anonymous usage statistics that the game sends (version, RAM, CPU speed). The server that used to process that is down, so no anonymous statistics get sent anymore. This error will be appearing in everyone's logs.

You can't run LCPDFR on 1.0.0.0.
